In January 2008, Grimshaw was commissioned by the Metropolitan Transit Authority of New York to provide a design solution to a long-term subway flooding problem. Grimshaw was invited with two other architects to participate in a day long design charrette which entailed providing ideas and potential solutions. This resulted in Grimshaw Industrial Design being awarded the Manhattan component of the project.

The museum is located in Flushing Meadows Corona Park, which has been the site of two World’s Fairs and the United Nations General Assembly. The design called for a building which was integrated with the park on the east and was visible from the highway on the west. It required an interior that provided room for an expanded permanent collection of art and culture, spacious temporary galleries, expanded educational and public events spaces, as well as a special branch of the Queens Borough Public Library.
